Operational update from HMRC: ICS2 for GB-NI trade movements
30 Oct 2025
Posted By Media team
ICS2 is now available:
If you're ready, you can start submitting Entry Summary (ENS) declarations through Import Control System 2 (ICS2) now. If you're not ready, work with your supply chain to prepare as ICS2 becomes mandatory for all GB-NI trade movements by 31 December 2025.
New free tool coming: Trader Integration Micro Service (TIMS)
HMRC is also launching TIMS, a free service that automatically submits ICS2 Arrival and Presentation notifications for Roll-on/Roll-off (RoRo) GB-NI movements. The release date will be confirmed soon.
What you need to do:
If you already use Trader Support Service (TSS) to auto-generate your Goods Movement Reference (GMR), no action is needed. If you don't use TSS, start preparing by entering your ENS Movement Reference Numbers (MRNs) in the Goods Vehicle Movement Service (GVMS) when prompted.
How TIMS works:
TIMS is free to use - with no registration required. It automatically submits notifications when ENS MRNs are included in your GMR, but only for GB-NI movements.
Until TIMS launches:
HMRC don't expect you to submit Arrival and Presentation notifications before TIMS is available. If you're planning to use another method, please prepare in advance. In the meantime, continue using the Customs Declaration Service (CDS) or another customs process to fulfil these requirements.
