Report: Clandestine Entry in Road Transport and the UK Response

Today (Tuesday 30 September) we are releasing our new international report, Clandestine Entry in Road Transport and the UK Response, ahead of our International Summit on Human Trafficking and Border Security in Road Transport, which will be hosted tomorrow, Wednesday 1 October.

The report compares how the UK, EU, and US approach the issue of clandestine entry via commercial vehicles, drawing on real-world insight from partners including IRU, Truckers Against Trafficking, and European enforcement agencies.

The findings are clear: while this is a global problem, the UK’s current Civil Penalty Scheme is no longer fit for purpose.

We are calling for:

- Full adoption of the recommendations of the Independent Chief Inspector of Borders and Immigration report into the Civil Penalty Clandestine Entrant Penalty Scheme.

- The end of delegation of border security to large vehicle drivers/operators by providing adequate staff and training staff at Port of Calais and Coquelles.

- Fairer, proportionate enforcement.

- Greater protection and support for drivers and operators.

- Stronger international collaboration.

This report marks the start of a renewed campaign to push for smarter solutions and better outcomes – for industry, for enforcement, and for the people caught in the middle.
