DVSA calls for operators to present for annual test laden

The RHA is making members aware the DVSA are calling on HGV operators to ensure the presentation of vehicles for annual test in a laden condition.

It follows the Agency stating it expects HGVs to be presented laden, following notification to operators earlier this year.

Where vehicles are presented unladen, the Agency will be sending a reminder to operators advising of the requirement to present vehicles laden for the annual test.

This will continue throughout 2022 with the next reminder due to go out in September, which will also state the Agency will be enforcing laden brake testing with VTG12 (refusal to test) action from 1 January 2023.

It should be noted the rules do not apply to current exempt vehicles as detailed in the heavy vehicle brakes best practice guide or un-laden tri-axle semi-trailers using the ULTAST process.

When a vehicle is now presented for annual test unladen, the Agency will send out an advisory letter to operators informing them of the requirement to load vehicles in an adequate manner to conduct a satisfactory roller brake test.

Testing a vehicle’s braking performance is a really important part of the annual test, the Agency said. To carry out the brake test effectively, you should load your vehicle to 65% of its design axle weight.

You can provide the load yourself or the Authorised Testing Facility (ATF) may be able to supply ballasts for you. There may be a charge for this, so check with the ATF first.
