London: How to avoid the number one cause of DVS revocations

26 Aug 2021 Posted By Josh Reynolds

Since the Direct Vision Standard (DVS) came into effect on 1 March 2021, HGVs over 12 tonnes, rated zero stars, must carry a prominent rear sign, warning vulnerable road users of blind spots.

Several RHA members have reported issues with third-party trailers, as well as rented trailers, which have not warning signs on the rear. This has resulted in fines being issued and DVS permits to be revoked at roadside inspections.

Those found to be in breach of the DVS permit scheme, will be issued a Penalty Charge Notice (PCN) of up to £550 (reduced by 50 per cent if paid within 14 days).

A warning sign must be displayed on all trailers, even if TfL has granted a permit to a zero-starred vehicle on the basis of photo evidence showing a tractor and trailer in situ with a warning sign.

Those using third-party trailers should include looking for these signs as part of their walk-around check before leaving. If absent, a sticker or reusable magnetic sign must be affixed onto the trailer.

The absence of a warning sign on the trailer, even if the unit has a permit, will result in the permit for that vehicle being revoked.

You will then have to provide evidence that the trailer has then been fitted with a sticker. This process will become extremely complex if dealing with a third-party trailer which has been dropped back at a port.

Operators will have to reapply for the permit for the vehicle as the revocation process can’t be reversed once set in motion.
