DVS: TfL introduce bulk application process for larger fleets

After much lobbying by the RHA, TfL will be implementing a process from 1st October 2024 to allow fleets with more than 100 vehicles to make a “bulk application” for the grace period if required. 

This is an exceptional process and will only be available to operators making grace period applications for more than 100 vehicles. Applications will be accepted from 1 October 2024, however, TfL encourages all eligible operators to start collating evidence now so that they can submit their application quickly when it is ready to accept them. TfL says it will reach out to operators who have contacted them directly.

TfL have provided further details and a template which can be copied for applications below.

We have received the following from TfL

Eligibility

  • This process is available to operators making grace period applications for more than 100 vehicles. Applications for fewer vehicles will be rejected. The minimum threshold of more than 100 vehicles relates to the number of grace period applications you are making, not your total fleet size. Applications for 100 or fewer vehicles should be made using the existing single vehicle route.

Process

  • Applications will be accepted from 1 October 2024. Applications will close at 23:59 on 27 October 2024. We encourage operators to apply as early as possible in this window so that any unforeseen issues with their application can be resolved. Applications submitted before 1 October 2024 will be rejected.
  • Operators will need to submit a grace period application enquiry. In this enquiry they should state that they are making a bulk grace period application for more than 100 vehicles.
  • Grace periods will be granted / rejected for the application as a whole, not on an individual vehicle basis. It is therefore crucial that all evidence is provided as set out below.

Evidence requirements

  • A statement on headed paper including contact details that states the number of vehicles, lists the VRMs of these vehicles and “confirms that the vehicles listed hold a valid HGV Safety Permit, are programmed to be fitted with Progressive Safe System (PSS) equipment and will have the PSS fitted by 4 May 2025”.
  • A list of the VRMs in this Excel template. The number of VRMs must be over 100 and must match the number of VRMs listed on the statement.
  • Evidence from the fitter or supplier on headed paper including contact details that states the number of vehicles booked in for PSS fitting OR supply of equipment and that these vehicles are booked in for PSS fitting before 4 May 2025 OR equipment will be supplied before 4 May 2025. This must match the total number of VRMs on the excel spreadsheet and operator statement. We do not require the fitter or supplier to list all of the VRMs as long as they can confirm the total number of vehicles being fitted / supplied.
